I could do the lesser versions of the enchants with the mats I have I think, i.e. (+8 all stats chest, +50 sp weapon, +23 sp bracers instead of +10 all stats chest, +63 sp weapon, +30 sp bracers). Just ping me next time we're online and I'll check for you.

I reckon it's worth putting the lesser spellpower enchant on your weapon (+50sp), since it's a purple and may last you a few more raids. I can do that next time I'm on, if you like.
Another thing I found useful — I actually have two sets of gear for my lock now, one for raiding (that gets me to hit cap) and one for heroics (where I swap out +hit items for spellpower/haste/crit items). Not essential, but I found it handy especially with WoW's built-in equipment manager.

You can reduce this chance of missing through various buffs (Dranai Heroic Presence reduces your chance of missing by 1%), and by choosing equipment with hit rating.
Raid bosses have that skull symbol instead of their level which means whatever level you are, they're three levels higher than you. That means to ensure you never miss a raid boss, you need to stack enough hit rating on your equipment to reduce your chance of missing level 83 mobs to zero.
This is called the hit cap because any more hit rating than that is useless: once you have 0% chance of missing, there's no benefit in getting any more.
Reaching the hit cap is one of the most cost-effective ways to increase your DPS, and is generally the first thing you enchant/gem towards.
I'm not sure what the hit cap is for prot pallies or rogues, but you can generally find out by googling "hit rating [my class and spec]" and following the links back to whatever elitistjerks.com forum post explains the maths.
For example, for melee attacks with one weapon, you need enough hit rating to increase your chance to hit by 8%. Which happens to be 263 ,the hit cap for my retribution paladin. Caps are higher for spellcasters and dual-weilders, but casting is such a small percentage of my DPS that after I've hit the melee cap I'm better off spending my money on more strength/attack power.
Edit: From what little Googling I've done, reaching the hit cap isn't really an issue for a prot paladin. You want a decent hit rating, but you'll generally get it from your gear and not have to gem or enchant specifically for it.
Rogues, on the other hand,you're unlikely to reach the cap for two-handed melee (and thus it's not worth trying for), but there are different hit caps for special attacks (yellow damage) and poison attacks depending on how many points you've put into the precision talent: http://elitistjerks.com/f78/t37183-pocket_guide_wotlk_updated_3_2_a/
